A main port city in northern Maconnias, Harshharbor is managed for Haeros Xilisbane by his former Ioshar and Governor Malcolm Heridufrum. However, due to Malcolm's advanced age, it is a semi-open secret that he had delegated most administrative and bureaucratic matters to three prominent families in the city. The Goristra Familia, the House Filtranach, and the Lilstrae Family. Unfortunately, a disaster fell upon the Lilstrae shortly after this governmental agreement came to pass, though neither of the other houses seem to have much issue picking up the slack, so no additional noble or merchant family has been elevated to assist.

Harshharbor has had a few naval assaults taken upon them by The Invasion, though all happened during Governor Malcolm's prime, and were rather easily held off until the King could arrive with the main military force. Since then, there has only been a few minor Raids by upstarts from Lunaflos, but thanks to the solid naval and city guard structures and professionalism that Malcolm had built up, the raids are of no issue. That says nothing about the smuggling that seems to occur in waters of the city, as it is a rather open secret that there is a smugglers' ring in the city.

Currently, the city guards are on the lookout for the perpetrator of a number of assaults and breaking and entering, specifically targeting establishments along the shoreline. The locals have called the criminal the Harbor Specter.
